In 2006 graduated from the Presidential Academy of Public Administration with a degree in Law.
From 1998 to 2000 – Deputy Director General of the Ulan-Ude Aviation Plant.
From 2000 to 2001 – Business Director of the Mil Moscow Helicopter Plant.
From 2001 to 2003 – Deputy Chairman of the State Investment Corporation (Gosincor).
From 2003 to September 2007 – Director General of Oboronprom.
On September 11, 2007 appointed Deputy Minister of Industry and Energy by a government executive order.
On May 19, 2008 appointed Deputy Minister of Industry and Trade by Government Executive Order No. 700.
On February 2, 2012 appointed Acting Minister of Industry and Trade.
On May 21, 2012 appointed Minister of Industry and Trade of the Russian Federation by a presidential decree.
