Born in 1959.
Graduated from Moscow's Plekhanov Institute of the National Economy in 1981.
Was involved in developing and implementing economic reforms in Russia from 1991, including as Advisor to the Prime Minister of the Russian Federation in 1992 – 1993.
From 1997 to 2002 headed the Working Centre for Economic Reforms under the Russian Government.
In 2002 was appointed Rector of the Presidential Academy of the National Economy.
In 2010 was appointed Rector of the Russian Presidential Academy of the National Economy and Public Administration.
He is an expert in economic theory, the history of economic thought and the national economy and has authored 25 monographs, books and teaching aids published in Russia and the UK, and more than 600 brochures and articles.
Is a member of the Presidium of the Russian Presidential Economic Council, member of the Russian Presidential Commission for the Civil Service and Management Personnel Pool, and member of other commissions and committees.
