Currently he is the Managing Partner of Altera Capital Investment Company. He served as deputy head of the Administration of the Government of the Russian Federation in 2008-2010 and was Director of the Department for State Regulation of Tariffs and Infrastructure Reforms and Deputy Minister of Economic Development and Trade in the Ministry of Economic Development of the Russian Federation in 2005-2008.
Prior to 2004, he served as Deputy General Director for strategic development, Senior Deputy General Director and Financial Director in Lenenergo for five years. Previously, he held the positions of head of the department for investment projects and director of the department for the economics of municipal property on the Municipal Property Management Committee of St Petersburg.
He is currently Chairman of the Board of Aeroflot and Russian Railways, Member of the Board of LSR Group, Channel 1, and Russian Machines, Ruspetro plc and Altera Investment Fund.
He graduated with distinction from St Petersburg State Marine Technical University and holds an MBA from the University of Chicago and a Cand.Sc. (Econ) from St Petersburg State University of Economics and Finance.
