In 1993 graduated from Ufa State Petroleum Technological University specialising in mining engineering and geophysics.
In 2003 graduated from the institute of professional retraining at the Urals Civil Service Academy, specialising in state and municipal administration.
Began his professional career at the Shelf geophysical association in Gelendzhik.
Was invited to the Yamalo-Nenets Autonomous District to work for the Tarasovsk geophysical department in November 1993 as the engineer of a geophysical crew, where he remained until March 1994.
From April 1994 to May 1995 worked as a geologist on the Tarkosalinskaya oil and gas prospecting expedition.
From October 1996 to May 2001 served as HR Director and then Senior Deputy CEO of Purneftegazgeologia. During that period, was on the board of nine oil and gas companies.
From 2000 was in charge of the Khancheiskoye deposit and organised oil and gas production.
In May 2001was appointed CEO of Khancheineftegaz.
In October 2002 was appointed Senior Deputy Head of the Administration of the Purovsky District of the Yamalo-Nenets Autonomous District.
In October 2005 was elected Head of the Purovsky District Municipality.
On 3 March 2010, the Legislative Assembly of the Yamalo-Nenets Autonomous District approved him as the candidate proposed by the President of the Russian Federation for the post of Governor of the Yamalo-Nenets Autonomous District.
