Born in 1957
Graduated from Bryansk State Technical University in 1983. Worked as the Deputy Head of the Bryansk transportation association ASU-Perevozki, the Director of the Central Dispatch Operational Service and then as the Deputy Director at the passenger transportation organization TPO Bryanskavtotrans. He was the General Director of the Bryansk Association of Auto Carriers and Dispatchers, the Director of the passenger transportation organization AAK Bryanskavtotrans and the Head of passenger transport in Bryansk.
In 2001 was appointed Deputy Director of the Department of Auto Transport and then as Head of the Automotive and Electric Passenger Transport at the Ministry of Transport of the Russian Federation. He was the Deputy Director and then the Director of the Department of State Policy in the Field of Public Road Systems, Road Transport and City Passenger Transport at the Ministry of Transport of the Russian Federation.
In 2006 was appointed the Deputy Minister of Transport of the Russian Federation.
In 2009 was elected President of the International Road Carriers Association (ASMAP).
Is a member of the board of the Chamber of Commerce & Industry of the Russian Federation.
Holds the honorable title of Honored Worker of Transport of the Russian Federation.
On December 21, 2011 became a member of the State Duma of the Federal Assembly of the Russian Federation, VI convocation.
On October 4, 2016 became a member of the State Duma of the Federal Assembly of the Russian Federation, VII convocation.
