Born in 1947.
M.S. from the Mechanics & Mathematics Department of the Moscow State University with major in Mathematics (1970). Ph.D. in Operational Research (1978).
From 1970 to 1990 – worked in the Soviet Union's leading transport research institutes (GIPRODORNII, NIIAT) as a researcher, then head of the laboratory.
From 1991 to 2003 – deputy director of the Independent Transportation Laboratory.
From 2003 to 2011 – Academic Supervisor of the Institute of Transport and Roads.
Since 2011 has been working in the HSE as director of the Transport Economics & Policy Institute.
The member of the Civic Chamber of Russian Federation. The head of the expert group on transport issues in the expert project of the Government of the Russian Federation Strategy 2020. The member of the Urban Council Board of the Skolkovo Foundation. The member of the Coordination Council for development of the transport system of the city Moscow and Moscow region.
