Born in 1962.
Graduated from Omsk State University in 1990 and obtained his PhD in economics from that university.
From 1991 to 1992 worked as legal counsel class 1 in the Economic Development and Property Committee of the Administration of Petrodvorets and St Petersburg.
In 1992 became head of the Petrodvorets District Agency of the Municipal Property Management Committee of the Mayor's Office of St Petersburg.
From 1992 to 1994 served as Chairman of the Property Management Committee and Deputy Head of St Petersburg Administration.
From 1994 to 1997 was Vice-Chairman, then Senior Vice-Chairman of the Municipal Property Management Committee of the Mayor's Office of St Petersburg.
In 1997 – 1998 served as Deputy Governor and Chairman of the Municipal Property Management Committee of the Mayor's Office of St Petersburg.
From 1998 to 2000 held the office of the Senior Deputy Minister for State Property of the Russian Federation.
From 2000 to 2007 served as Minister for Economic Development and Trade of the Russian Federation.
In 2007 became Chief Executive Officer and Chairman of the Board of Sberbank of Russia.
